Advertiser disclosure We earn commissions, and the top two spots are sponsored.

Positions 1 and 2 in our rankings are sponsored placements. Those firms pay us, and their position reflects that commercial relationship — not our editorial assessment alone.

Everything from position 3 down is ordered on what we can independently verify: published pricing, guarantee terms and the credential mix on staff. No firm can buy a score or a "best for" label, and we list the same drawbacks for sponsored firms as for anyone else — including where a sponsored firm publishes less than its competitors.

Some companies also pay us a referral fee when you request a consultation through our links. That revenue keeps this site free to read. Rankings are reviewed quarterly, and you can read every review without giving us anything.

Provider review

Anthem Tax Services reviewanthemtaxservices.com

Anthem writes its guarantee around outcome rather than effort — a refund if it does not improve your payment terms or reduce what you owe — which is the stronger form of that promise and better than what most of this category offers. Two things hold it at fifth: its BBB customer review score is well below the other four firms here despite the A+ letter grade, and the guarantee carves out enough that "100% money back" overstates it.

Outcome guarantees versus window guarantees

There are two kinds of money-back promise in this industry, and they protect you against completely different things.

A window guarantee gives you a period — 15 days, 30 days — to change your mind after signing. It protects you against a decision you regret quickly. It does nothing at all if the firm works your case for eight months and achieves nothing.

An outcome guarantee promises a refund if the work does not produce a result. It protects you against exactly the failure a window guarantee ignores. Anthem's is written this way: a refund if it does not rework your payments or save you money.

On paper that is the better structure, and it is the main reason Anthem is on this list at all. A firm willing to tie its fee to a result is taking on risk that most of this category declines to take.

What the carve-outs do to it

The promise is commonly marketed as "100% money back". It is not 100% of what you pay, and the gap matters.

The guarantee excludes your minimum deposit. It also excludes bookkeeping and tax-preparation fees. So if your engagement involves preparing several unfiled returns — a common scenario, and one Anthem is equipped for — a meaningful share of your total spend sits outside the guarantee entirely.

There is a second, subtler issue: "rework your payments or save you money" is a low bar to clear. Almost any engagement that ends in an installment agreement has technically reworked your payments. A guarantee triggered only by total failure is worth less than it sounds, even though it is genuinely better than no outcome protection at all.

The refund window is also not clearly published. Precision states 30 days, Larson 15. For Anthem we could not establish a published figure, which is the kind of thing that should be in writing before you sign rather than discovered afterwards.

None of this makes the guarantee worthless. It makes it a document to read rather than a slogan to trust.

The gap between the letter grade and the customer score

Anthem holds an A+ from the BBB. Its BBB customer review average sits around 3.6 out of 5 — markedly below the other four firms on this list, which cluster between roughly 4.7 and 4.8.

These two numbers measure different things, and the difference is worth understanding because it recurs across this industry.

  • The letter grade largely reflects how a business handles complaints: whether it responds, whether it resolves, whether it has been transparent with the BBB. A responsive firm can maintain an A+ while generating a lot of unhappy clients.
  • The customer review score reflects what clients report about their actual experience.

When those two diverge this sharply, we weight the experience. A firm that answers every complaint promptly is doing something right, but it is not the same as a firm whose clients are satisfied.

This is the specific reason Anthem ranks fifth rather than higher. Its guarantee structure is arguably the best-designed on this list. Its customers report the least satisfaction.

What Anthem does well

  • Free consultation with nothing upfront, then a $300 investigation fee only once the firm agrees to take the case — meaning it declines cases it does not think it can help, which is a point in its favour.
  • Licensed in all 50 states, with tax preparation and bookkeeping available in house, so unfiled years can be handled in the same engagement.
  • Enrolled agents and CPAs on staff, which is the appropriate credential set for collection and preparation work.

The screening step is genuinely worth noting. A firm that takes an investigation fee from everyone has no incentive to turn anyone away; a firm that only bills once it has accepted the case has at least some.

How it compares to the others we rank

Against Precision, Anthem offers outcome protection where Precision offers price certainty and a longer, clearly published window. If you had to pick one form of protection, we would take knowing the price.

Against Larson, Anthem has broader services and in-house preparation; Larson has deeper payroll expertise and stronger customer scores.

Against Community Tax, the two are similar in shape — both generalists with in-house preparation — and Community Tax has materially better customer sentiment.

Against Optima, Anthem's guarantee is better structured and its entry fee lower; Optima has far more scale and a much stronger customer score.

Questions to ask on your consultation

  • Exactly what triggers the guarantee, and what is excluded? Ask for it in writing.
  • What is the refund window in days?
  • How much of my expected total spend is covered once the deposit and any preparation fees are excluded?
  • What is your BBB customer review score, and what do you attribute it to?
  • Who will handle my case, and will I keep the same person?

The fourth question is a fair one to ask directly. A firm that engages with it candidly tells you something useful; a firm that deflects tells you something too.

What would change our assessment

Anthem would move up this list quickly if its customer review scores improved, or if it published clear refund-window terms and narrowed the carve-outs. The guarantee design is already the most consumer-favourable in structure on this page — it is the execution and the exclusions that hold it back. We would move it down if our complaint analysis found the guarantee difficult to actually claim.

What it costs

Free consultation with nothing upfront. A $300 investigation fee applies once the firm has agreed to take your case — note the sequencing: it screens first, then bills.

Resolution fees are staged after that, typically in the $2,500 to $5,000 range for a standard case. Tax preparation and bookkeeping are available in house and billed separately.

Working out what the guarantee actually protects

Take your expected total: investigation fee, plus resolution fee, plus any preparation. Then subtract the minimum deposit and any bookkeeping or preparation charges, because those are excluded. What remains is the portion the guarantee covers.

For a client with filed returns and a straightforward negotiation, most of the spend is covered. For a client with four unfiled years needing reconstruction, a substantial share is not.

Ask for the refund window in days, in writing. It is the one term here we could not establish from published sources, and it is not a detail.

How the process works

Consultation first, at no cost and with no obligation. Anthem assesses whether it can help before taking any fee.

If it accepts the case, the $300 investigation fee applies. You sign a Form 2848 power of attorney, the firm pulls your IRS account transcripts, and it establishes what you owe and which resolution programmes are realistic.

Preparation, if needed

Tax preparation and bookkeeping are handled in house, so unfiled years can be cleared within the same engagement rather than requiring a separate accountant. This matters because filing compliance is a precondition for any negotiated outcome — the IRS will not agree terms with a taxpayer who has returns outstanding.

Resolution

The standard programmes apply: installment agreement, offer in compromise, currently not collectible status, penalty abatement. Which is realistic depends on what the transcripts and completed returns show.

Anthem is licensed in all 50 states and requires $10,000 in tax debt to enrol. Expect three to twelve months for most resolutions.

Reputation and complaints

This is the firm where the letter grade and the customer scores diverge most sharply on this list: an A+ BBB rating alongside a BBB customer review average around 3.6 out of 5, against roughly 4.7 to 4.8 for the other four firms here.

We have set out above why those measure different things and why we weight the customer score more heavily. The short version: an A+ tells you the firm responds to complaints, not that clients are satisfied.

The second documentation gap is the refund window, which we could not establish from published sources. Combined with the exclusions to the guarantee, that leaves more of Anthem's consumer protection undocumented than we would like.

What we have not done is read the complaints themselves at volume to establish whether they cluster around a specific failure — pricing, communication, results, or staff turnover. That analysis is pending across BBB, Trustpilot and CFPB filings, and this section will be rewritten with what it finds.

Regulatory record

Regulatory review outstanding. We have not yet checked primary sources — the FTC case database, state attorney general filings and court records — for this firm. Until that is done this section asserts nothing either way.

Who it's for

Filers who want a guarantee tied to results rather than to a calendar window, and who are prepared to read the exclusions carefully and get the terms in writing. Also a reasonable option if you need preparation and resolution handled together and Community Tax is not a fit, since Anthem screens cases before billing.

Who should skip it

Anyone who would be relying on the guarantee without reading it — the exclusions are material and the window is unpublished. Anyone who weights customer satisfaction heavily has four better-rated options above on this page. If price certainty is what you want, Precision quotes a flat fee for the whole engagement with a documented 30-day window. And as with every firm here: under $10,000, deal with the IRS directly.

The short version

Strengths

  • Money-back guarantee framed around outcome — a refund if it does not rework your payments or save you money
  • Free consultation with no upfront cost, then a $300 investigation fee only once it takes the case
  • Licensed in all 50 states, with tax prep and bookkeeping available in house

Drawbacks

  • BBB customer review score is markedly lower than the other four firms here, despite the A+ letter grade
  • The guarantee excludes your minimum deposit and any bookkeeping or tax-prep fees, so "100% money back" is not 100% of what you pay
  • Refund window is not clearly published — get it in writing before signing
